I got an info message with garbage and asian characters on it

I upgraded a blog from 2.9.2 to 3.0, got the garbage info message; now it still says it's at 2.9.2, but when I click to upgrade it again, the system tells me the blog is already up to date. I took a screen shot if you want it.

Same problem, garbage in the info popup status of upgrade doesn't update, and not all plugins are updated.
